[IGSSTATION-5062] CGGN not accessible

The Toro, Nigeria (CGGN) station is currently experiencing either a power outage or
a network outage. We are working on resolving this issue. It is likely that there will
be a data gap due to possibility of a power outage. We apologize for the inconvenience
of this outage.

Maintenance and operations of the ZAMB station is a collaborative effort
supported by JPL, UNAVCO, and local support from the Center for Geodesy and
Geodynamics of Nigeria with funding provided by NASA's Earth Surface and Interior
Focus Area - Science Mission Directorate.
