[IGSSTATION-5051] GMSD : firmware updated

Dear Colleagues,

The firmware in the NETR9 receiver at GMSD station was just updated from 
the version 4.60 to the version 4.61. The change was made at 2012-08-15 
03h20 UT. The new site logs have been submitted by IGS central bureau.
