[IGSSTATION-4997] PRDS: external clock switch

Please be advised that the H-Maser at NRCan station PRDS lost power today (12jul10) @ ~ 11:14ut.
The station is now running off an external rubidium frequency source.
A new site log will be prepared and uploaded to igscb.
