[IGSSTATION-4977] ALRT RINEX file resubmitted for Day 180

An incorrect (old) receiver serial number and firmware version were inadvertently used in the RINEX observation file for Day 180 for station ALRT. The RINEX file has been corrected and resubmitted to the IGS archives.
