[IGSSTATION-4929] VALD: data resubmission

The NRCan station VALD hourly/daily rinex files for 2012-143 to 2012-150 have been recreated and resubmitted to the global data centers.  The original files were missing most of the metadata in the headers.

Also note, there is a permanent data gap from 2012-150 at 20h to 2012-151 at 15h.
