[IGSSTATION-4919] SANT: persistent data outage

Please be advised that following a major power outage at the Santiago (SANT) site,
there was discovered a data collection computer malfunction. Replacement equipment
is being sent. It is unlikely data will be recovered from approximately d126 until the
site is returned to operation.
