[IGSSTATION-4906] CHIL: receiver and antenna upgrade

Dear Colleagues,
The USGS recently upgraded the receiver and antenna at the Chilao (CHIL)
IGS station. The details of the new receiver and antenna are shown
below. While the antenna radome combination does not have robot
calibration as required by the IGS, there may still be other users who
find this station useful.
