[IGSSTATION-4872] HRAO: replaced receiver

Dear Colleagues,

We recently experienced a receiver failure at the Hartebeesthoek RAO, 
Krugersdorp South Africa (HRAO) station.  The failed ASHTECH UZ-12 was 
replaced with an ASHTECH Z-XII3 on April 12th.  Here are the details of 
the replacement receiver.

We apologize for any inconvenience this outage may have caused.  An 
updated site log has been posted at the IGSCB.  Data publication will be 
resuming shortly.

Maintenance and operations of the HRAO station is a collaborative effort
