[IGSSTATION-4869] ESCU data submissions delayed

We have lost communications to our TIGA station ESCU since April 7 (Day 98). We are unable to re-establish communications until Coast Guard personnel visit the site sometime this month. We do not expect any loss of data and will advise when submissions have resumed.
