[IGSSTATION-4833] NGS contribution to IGS delayed

Dear colleagues,
 The NGS building in Silver Spring had an electrical fire this morning that
resulted in power being cutoff to the entire building. Submissions to IGS
have been delayed due to this issue. Data flow for most sites should/has
resumed.
 All CORS data is available through our alternate facility at
alt.ngs.noaa.gov
ftp alt.ngs.noaa.gov/cors/rinex/yyyy/ddd/ssss
