[IGSSTATION-4808] station NIST timing problems May 16

Subject: station NIST data delayed

Dear Colleagues,

Due to local network issues, data stopped going in on March 1, 2012, 
with the data from February 29, day-of-year 60, missing.  They have 
resumed today, including the data from days-of-year 60, 61, and 62. 
They should continue as previously, one day of data at the beginning of 
the new UTC day.
