[IGSSTATION-4785] CC2NONCC update to handle more than 24 satellites per epoch

Dear all,

The CC2NONCC application, used to correct the C1 measures with the 
P1C1 bias, for proper mixing of P1 and C1 satellite measurements from 
different receivers could not handle more than 24 satellites per 
epoch in the Rinex 2.11 files.

This new version (6.4) corrects this situation. If you use this 
software to correct the affected Rinex files before processing please 
start using immediately to avoid problems as stations with affected 
receivers reporting 'R', 'S', 'E' and 'G' will increasingly have more 
than 24 satellites per epoch.

Please find the new version and a regularly maintained p1c1bias.hist 
bias file here:

the compilation instructions are simple:

make -f cc.gmake (in Linux)
make -f cc.make (in Solaris, etc)

you will then get a compiled binary in bin/cc2noncc.bin  , to use ;

>  cc2noncc.bin <in Rinex> <out Rinex> <biasfile>
