[IGSSTATION-4765] DGAV: receiver change

Dear Colleagues,

The receiver at the Diego Garcia (DGAV) IGS station was swapped 
recently.  Below are the details of the new receiver.

Data publication will resume shortly.  An updated site log has been sent 
to the CB.
