[IGSSTATION-4734] SPT0 receiver change

Dear Colleagues,

To resolve the problem with poor tracking performance on station SPT0 the receiver was replaced on DOY 016.
A new site log has been submitted to IGSCB. 

Here is the information about the new receiver.
