[IGSSTATION-4732] JAXA : Elevation Cutoff is changed from 10 deg to 5 deg

Today, I would like to inform our configuration change,
that is, elevation cut angle was changed from 10 deg to
5 deg, in order to increase the coverage particularly
for the new GNSS signals.

We have already sent our new site log file to IGS.
