[IGSSTATION-4719] TSKB: Data submitting

Dear Colleagues,

I'm Kazuki Sakai, Geospatial Information Authority of Japan.

We have submitted the data of TSKB which couldn't have
transferred from December 28, 2011, due to the error of
main receiver.
Therefore, we submitted the data of backup receiver,
from December 28, 2011, to January 3, 2012.
The updated site log have been sent to IGS CB.
