[IGSSTATION-4706] CCJ2: switched to external Cesium

Dear Colleagues,

The CCJ2 receiver has been switched from using the internal 
clock to using external Cesium December 16th, because the 
Cesium was restored.
The updated site log has been submitted to the IGS CB.
