[IGSSTATION-4676] RIOP: receiver swap

Dear Colleagues,

The Riobamba, Ecuador (RIOP) station had a problem with the NETRS 
receiver.  The faulty NETRS was replaced with another NETRS receiver. 
The new receiver details are below.

We unfortunately did not get our RINEX creation software updated until 
today and some RINEX headers had the wrong receiver listed.  RINEX data 
for Nov 22 - 27 has been re-sent to CDDIS with the correct receiver 
listed.  No data is available fro Nov 9 - 21.  An updated site log has 
been posted at the IGSCB.

We apologize for the inconvenience of this outage and the incorrect 
RINEX headers.
