[IGSSTATION-4629] TSKB: data outage

Dear Colleagues,

Due to troubles of the GPS receiver, TSKB data was lost from 2011-10-21
23:01 UTC to 2011-10-23 23:57 UTC and from 2011-10-24 06:18 UTC to 
2011-10-25 00:22 UTC.
We apologize for any inconvenience this outage may have caused.
