[IGSSTATION-4568] sites GOLD and GOL2 (outage)

Please be advised that a portion of the RF cable providing signal to both GOLD and GOL2
receivers has been destroyed.

It is expected that the current, resulting outage will persist until at least September 6, 
when a proper repair can be effected.

As it is not possible to record observables without signal, there will be no recovery
and back posting of data relative to this outage.

We may turn this accidental situation into an opportunity to update one of the units
to a GPS/GLONASS capable model. If so, a subsequent message will provide the details.
