[IGSSTATION-4546] SEY1: station operational

Dear Colleagues,

The Mahe, Seychelles (SEY1) station is once again operational thanks to 
UCSD staff and our local site contact at Seychelles National Petroleum 
Company.  Please be advised that there have been a number of 
developments at the station beyond our control and which could 
potentially affect data quality.  

Unfortunately there was no data recorded from 01/12/2011 - 08/02/2011.

Please note that all hardware (antenna, receiver, computer) was replaced 
at the station except for the MET pack.  We apologize for any 
inconvenience that this may cause.

Maintenance and operations of the SEY1 station is a collaborative effort 
supported by JPL, UNAVCO, Seychelles National Petroleum Company, and 
UCSD-IDA, with funding provided by NASA's Earth Surface and Interior 
Focus Area - Science Mission Directorate.
