[IGSSTATION-4510] ISBA suspended

The station ISBA submissions to IGS will be suspended until data quality 
issues are resolved. The station is currently being affected by some 
type of jamming. It is hoped that the jamming source can be identified 
and removed. IGS Global Data Centers will be requested to remove any 
uploaded data from day 168 to present.
  This station is owned and operated by the Iraq Ministry of Water 
Resources, General Directorate for Surveying
