[IGSSTATION-4504] BRAN: data from July 30-31 should be discarded

Dear Colleagues,

The Brand Basin station (BRAN) RINEX header has the wrong antenna type. 
  The antenna was swapped without warning and the automated software 
continued to create RINEX with the old antenna configuration during the 
weekend.  Please discard the RINEX for July 30-31.  Once the new antenna 
details are confirmed, we will send out another notice.
