[IGSSTATION-4482] MBAR tracking

Dear Colleagues,

We have been noticing low elevation tracking degradation with MBAR ground station at Mbarara, Uganda. Recent site visit didn't produce any change in data quality. We are looking into replacing equipment as resources become available. Please use caution in using data from this station.
