[IGSSTATION-4476] New Stations: BADG, FRDN, PBRI, PBR2, YAR3

Dear IGS Community,

I would like to introduce the following stations to the IGS network.

BADG: Badary, Russia           Receiver: JAVAD TRE_G3TH DELTA  Antenna: JAVRINGANT_DM   JVDM
FRDN: Fredericton, NB, Canada  Receiver: TPS NETG3             Antenna: TPSCR.G3        NONE
PBRI: Port Blair, India        Receiver: LEICA GRX1200+GNSS    Antenna: LEIAR25.R3      LEIT
PBR2: Port Blair, India        Receiver: LEICA GRX1200+GNSS    Antenna: LEIAR25.R3      LEIT
YAR3: Yaragadee, Australia     Receiver: LEICA GRX1200GGPRO    Antenna: LEIAR25         NONE


Some are already in use by the IGS analysis center(s) and others provide 
an excellent coverage in areas of interest.

All the data is available at the IGS data centers. However, at this 
instance, BADG data is available at: ftp://quasar.ipa.nw.ru until its 
availability at the IGS data centers.

These GNSS stations are quite useful such that some are tied to an 
external clock and others to a SLR/VLBI/DORIS/etc.

Their respective sitelog is available at http://igs.org. Please allow 
time for metrics to be generated.
