[IGSSTATION-4456] CAGS data outage since June 28, 2011 (Day 179)

The building housing the CAGS receiver and equipment was hit by 
lightning yesterday, putting much of the electronics out of 
commission. Although the Ashtech Z12 receiver still appears to be 
tracking, it has little memory and we expect to begin losing data 
after today (Day 180). Unfortunately, we will not be able to 
investigate further and replace damaged equipment until next week.
