[IGSSTATION-4449] SFER: Receiver clock swap to 10mHZ, and new firmware installed

The percentage of GPS observations gathered at SFER has recently decreased significantly as one can see at the EPNCB web page. 
We are looking for the problem. Meanwhile two actions have been taken:

 - The external frequency standard for the SFER GPS Receiver has been restored to the H-Maser 10 Mhz. 
 - The receiver firmware has been upgraded to version 1.3-1

We are submitting a new log file.
