[IGSSTATION-4445] WES2 New receiver and New Firmware

Dear Colleagues,
  WES2 has a new GRX1200GGPRO with firmware 8.20/IME3.019. Data should 
start flowing later this afternoon. A permanent data gap exists between 
2011-127 and the present.
  An update log file has been submitted to the IGSCB.
