[IGSSTATION-4414] GLPS (Galapagos) continued data outage notification

Dear Colleagues,

The networking problems at the Galapagos (GLPS) IGS station remain unsolved.
We are working with the communications provider and station personnel to
establish a more stable service.

All data collected, once the satellite communications link has been restored,
will be published, and outages noted in a follow-up message.

We apologize for the inconvenience this outage may cause.

Maintenance and operations of the GLPS station is a collaborative effort 
supported by JPL, UNAVCO, and the Charles Darwin Foundation, with funding 
provided by NASA's Earth Surface and Interior Focus Area - Science Mission 
Directorate.
