[IGSSTATION-4412] DAKA, KSTU, OBE2: Decommissioned from IGS

Dear IGS Community,

In an effort to cleanup the IGS network of stations we know will never 
return, the following stations have been formally decommissioned:

DAKA: Dakar, Senegal

KSTU: Krasnoyarsk, Russia
http://igs.org/igscb/station/finallog/kstu_20110602.log

OBE2: Oberpfaffenhofen, Germany
http://igs.org/igscb/station/finallog/obe2_20110602.log

We are thankful to the station operators and the respective agencies 
that have contributed their data to the IGS network. They will be missed.

In conjunction we are working on a proposed list of stations that have 
replaced the decommissioned stations. More to follow...
