[IGSSTATION-4367] FTP server at JPL down

Please be advised, our FTP server that both publishes and allows
specific data dropoff locations has experienced a severe disk failure.

We hope to recover most of the services available from that server
address (137.78.60.99) by tomorrow (Friday, April 29).

A follow up message will be provided to indicate status.
