[IGSSTATION-4360] SELE: data publication resuming

Dear Colleagues,

The Selezaschita, Kazakstan (SELE) station is collecting data again.  There was 
a data gap from April 13th at 11:15 UTC until April 21 at 06:29 UTC.  We 
apologize for the inconvenience of this data outage.

Maintenance and operations of the SELE station is a collaborative effort 
supported by JPL, UNAVCO, and the Scientific Station of OIVTRAN (Bishkek, 
Kyrgyzstan) with funding provided by NASA's Earth Surface and Interior Focus 
Area - Science Mission Directorate.
