[IGSSTATION-4357] SELE: data publication down

Dear Colleagues,

The Selezaschita, Kazakstan (SELE) station is unfortunately having a problem 
with the download computer.  Data publication for this site has been down since 
April 12th.  We apologize for the inconvenience of this outage.

Maintenance and operations of the SELE station is a collaborative effort 
supported by JPL, UNAVCO, and the Scientific Station of OIVTRAN (Bishkek, 
Kyrgyzstan) with funding provided by NASA's Earth Surface and Interior Focus 
Area - Science Mission Directorate.
