[IGSSTATION-4312] JPLM (communication infrastructure issue)

Please be advised that data from JPLM will not be available with
normal latencies for several weeks (based on the communications 
cable replacement estimate I received this morning). Rain and/or
small mammals finally took out an ancient 10Base5 ThickNet cable...

It appears that data is still being collected on the local computer,
such that periodic, manual offloads are possible. If that is the case,
data will be published when retrieved.
