[IGSSTATION-4293] MATE problems fixed

following my previous mail (IGSSTATION-4238 and EUREFmail-5628), I would 
like to inform you that the tracking problems seem fixed now. Yesterday we 
discovered the source of a jamming signal, switched it off and from then on, 
MATE is performing very well. Even if no changes occurred on MATE systems, I 
am going to update the site log to record what happened.
