[IGSSTATION-4290] Antenna change at TITZ 14278M001, Germany

Yesterday, March 09, 2011 at 17:00 UT, we changed the
antenna at station TITZ 14278M001. An updated logfile
and the absolute calibration file was submitted to the
central bureau. 

OLD: TPSCR3_GGD      CONE, SN# 217-0383
NEW: LEIAR25.R4      LEIT, SN# 10231046
