[IGSSTATION-4272] WIND: Upgrade to 3G Javad receiver/antenna

we are currently upgrading our station WIND/Namibia to a 3G GNSS station 
using javad hardware. The data flow will be interrupted tonight and will 
resume tomorrow morning.
