[IGSSTATION-4254] SUTH: recent data outages

Dear Colleagues,

We recently had two data outages at the Sutherland, South Africa (SUTH) station. 
  No data was collected during the following times due to power outages.

Feb 10 11:00 - Feb 11 15:45 UTC
Feb 14 12:00 - Feb 15 13:00 UTC

We apologize for the inconvenience these outages may have caused.

Maintenance and operations of the SUTH station is a collaborative effort 
supported by JPL, UNAVCO, and HartRAO, with funding provided by  NASA's Earth 
Surface and Interior Focus Area - Science Mission Directorate.
