[IGSSTATION-4249] TORP: equipment swap

The Torrance Airport, CA (TORP) station recently had a new receiver, antenna, 
and radome installed.  The new receiver and antenna/radome details are below.

The updated site log has been submitted to the IGSCB.  I have also posted the 
updated site log to the UNAVCO FTP server.
