[IGSSTATION-4232] RBAY: data publication resuming

Dear Colleagues,

The networking problem at the Richardsbay, South Africa (RBAY) station has been 
repaired.  All the data since the start of the outage on January 26th have been 
published.

We apologize for the inconvenience this outage may caused.

Maintenance and operations of the RBAY station is a collaborative effort 
supported by JPL, UNAVCO, and HartRAO, with funding provided by NASA's Earth 
Surface and Interior Focus Area - Science Mission Directorate.
