[IGSSTATION-4222] BRFT Firmware change in Internal Measurement Engine

Dear Colleagues,
 I have just changed the internal measurement engine by changing back to an older version 2.121 firmware remains 8.10. The receiver remains connected to the Hydrogen Maser using the Cesium setting on the receiver internal panel.
 We continue to monitor the data quality from the site. I apologize for the multiple changes in configuration that are being made to this receiver.
 An updated site log has been submitted to the IGSCB
