[IGSSTATION-4220] KUUJ data flow resumed

Problems with the radio-modem in KUUJ have been fixed and data submission to global data center was reestablished on
2011-02-01_17:00:00 UT.  All missing data between Jan22 ( DOY 022) and Feb01 (DOY 032) have been
recovered and should be available at data centers.

Two new radio-modem will be sent soon to replace the current one.
