[IGSSTATION-4213] ORID data gap

Dear Colleagues,

there was a short power interruption at ORID site on 28.01.
Unfortunately the data recording did not restart automatically when the 
power came back.
This results in a data gap from 28.01. hour "l" until 31.01.2011 hour "e".
