[IGSSTATION-4182] KUUJ updates

Dear colleagues,

Although the communications with the IGS site KUUJ have been reestablished and data is flowing normally to data centers,
the communication link is not performing at its best. NRCan is looking at an alternative to improve the quality of the signal.

On another note, data missing since DOY343 (Dec. 09) have been retrieved and posted to data centers.
