[IGSSTATION-4177] BRFT site log updated NO equipment change

Dear Colleagues,
  I have updated the site log for BRFT to reflect to changes in the 
internal settings of the receiver with regards to the external clock. I 
am troubleshooting some ill defined tracking issue and clock bias.
  See the notes at the bottom of section 3.2
  An updated log has been submitted to the IGSCB.
