[IGSSTATION-4159] UZHL: receiver/antenna change

Dear colleagues,

On 20-DEC-2010 11:40 UTC new GPS/GLONASS equipment were installed at UZHL 
station (Uzhgorod, Ukraine).

GPS receiver TRIMBLE 4000SSI and antenna TRM29659.00 were changed with
GPS/GLONASS receiver NovAtel DL-V3 (IGS code: NOV OEMV3) and antenna NOV702GG 
without dome.

The elevation cut-off for UZHL station was changed from +5 deg to 0 deg.

An updated sitelog has been submitted to IGS CB.
