[IGSSTATION-4135] MKEA: station down

Dear Colleagues,

The receiver has stopped tracking at the Mauna Kea, Hawaii (MKEA) station.  Data 
publication stopped on November 29th at 20:00 UTC.  We will be shipping a 
replacement receiver soon.

We apologize for the inconvenience this outage may have caused.

Maintenance and operations of the MKEA station is a collaborative effort 
supported by JPL, UNAVCO, and the NRAO Mauna Kea VLBA Station with funding 
provided by NASA's Earth Surface and Interior Focus Area - Science Mission 
Directorate.
