[IGSSTATION-4110] WGTN to be upgraded on 15 Nov 2010

IGS station WGTN will be upgraded to Trimble NetR9/TRM55971.00 on Monday 
15 November 2010 (see IGS Mail 6294 for background).

The new receiver and antenna should be operating by 00:00 UT on day 319. 
There will be a short data gap at the end of day 318.  We will submit a 
revised site log to the IGS as soon as the change has occurred.
