[IGSSTATION-4106] IQAL data submisson delayed

Dear colleagues,

We are currently experiencing communications problem with the IGS site
IQAL. 
Meanwhile we can post missing daily files with a delay. Missing data for
DOY 309 to 311 
(10Nov05 - 10Nov07) have just been posted to data centers. 

We will advise when communications are back to normal operations.
