[IGSSTATION-4082] METS: Data gaps in DOY288-DOY291

Dear Colleagues,

Due to server problems, the daily data of DOY290 has been lost. DOY 291 
misses letters from A to K.
The daily data of DOY288 has errors, so it can't be used. Also the 
hourly files of DOY288 are unusable due the errors.
The valid data has been submitted to servers.

We apologize for any inconveniences.
